What is Singapore PR and who is eligible?
Singapore Permanent Residency (PR) lets a foreigner live, work, and study in Singapore indefinitely without becoming a citizen. Most successful applicants apply through the Professional/Technical/Skilled Worker route while holding a valid Employment Pass, S Pass, EntrePass, or Personalised Employment Pass. Others qualify through marriage to a Singapore Citizen or PR, as an unmarried child under 21 of a Citizen/PR, as the aged parent of a Citizen, or through investment under the Global Investor Programme.
ICA assesses the whole profile, economic contribution, family ties, and community integration rather than a single checklist. There’s no officially published minimum employment period, but most consultants (including us) recommend at least 12 months of stable local employment before applying, since it gives ICA a clearer track record to assess.
What's the difference between Employment Pass (EP), S Pass, and Work Permit?
Employment Pass (EP) is for professionals with degree-level qualifications or specialised skills, minimum salary S$4,500/month (higher for older, more senior candidates), valid up to 2 years and renewable. S Pass is for mid-skilled workers, minimum salary S$3,150/month, also 2 years and renewable.
Work Permit (WP) is for lower-skilled roles (construction, domestic work, and similar), has no fixed salary floor, and is generally not a route to PR on its own. EP and S Pass holders are eligible to apply for PR while working in Singapore; WP holders typically need to upgrade to S Pass or EP first.
How long does Singapore PR approval take?
ICA states that applications are processed within 6 months when all required documents are submitted correctly and in order more complex cases, including family applications or those needing additional verification, can take longer.
The single biggest driver of delay is an incomplete submission, which triggers follow-up document requests and can add months to the timeline. Applying with a fully complete, well-organised set of documents is the most effective thing you can do to keep your case inside that 6-month window.
What happens if my PR application is rejected?
ICA does not operate a formal appeals process, so a rejected application can’t be appealed but there is no official mandatory waiting period before you can submit a new one. In practice, most applicants benefit from waiting several months and using that time to address the likely weak points: limited employment tenure, thin documentation, low or inconsistent income, or little evidence of community ties in Singapore.
Reviewing what changed (or didn’t) since your last submission before you reapply gives you a realistically stronger case the second time.
Can my spouse and children apply for PR at the same time?
Yes, a Singapore Citizen or PR can include their spouse and unmarried children under 21 in the same sponsored application, and if you’re applying yourself as an EP/S Pass holder, your spouse and children can be added as dependants in your application too.
ICA reviews the family as a unit, and demonstrating a genuine, settled family life in Singapore can support the overall case. Income requirements rise with the number of dependants included, so it’s worth checking the current combined threshold before submitting.
